Your Excellency:

I would like to extend my congratulations to the People’s Republic of China for being awarded the opportunity to host the Olympic Games in 2008. This is an excellent opportunity for the People’s Republic of China to demonstrate its commitment to international standards on human rights.

I would like to highlight the importance of human rights protections as part of China’s membership in the international community, in particular the rights to freedom of expression, association and assembly guaranteed by international human rights law and by China’s own Constitution. Chinese citizens and members of the international media who may express—via the press or other writings, web postings, or verbally—ideas of democracy, labor rights, or other human rights issues, should be afforded the right to speak openly and honestly without fear of censorship, detention or imprisonment. To this end, I also call for the immediate release of all individuals jailed for seeking to exercise their rights to freedom of expression, association and assembly.
