What You Can Do


Write to the Minister of Labour and the Secretary of the Ministry of Labour

Urge the Ministry to acknowledge the existence and extent of bonded child labor; to take immediate measures to enforce the bonded labor and child labor laws in order to ensure that bonded children are identified, freed, and rehabilitated, and their employers fined and prosecuted; and to ratify ILO Convention No. 182 concerning the Prohibition and Immediate Action for the Elimination of the Worst Forms of Child Labour.

Write to the Joint Secretary (Child Labour).

Urge him to collect and immediately make public data on enforcement of the child labor law for every state; pressure states to rehabilitate children removed from hazardous occupations in accord with the Supreme CourtŐs order in M.C. Mehta v. State of Tamil Nadu & Ors; and to advocate amending the Child Labour (Prohibition & Regulation) Act, 1986, and the Factories Act, 1948, to close loopholes that exempt many employers from the laws.

Write to the Director General, Labour Welfare

The Director General, Labour Welfare is responsible for disseminating accurate information on the prevalence of bonded labor and overseeing implementation of the laws. Urge him to immediately launch an investigation into the proper enforcement of the Bonded Labour System (Abolition) Act, 1976, and other relevant laws regarding bonded child labor; to actively ensure that the bonded labor vigilance committees not only exist but are functioning according to the law; and to collect and make public data on enforcement of the bonded labor law, including information about each worker, such as age, gender, and occupation, as well as rehabilitation measures taken, prosecutions, and convictions.
