Germany: Press for Human Rights Reform in Russia
Germany’s Foreign Minister Frank-Walter Steinmeier should press Russia to immediately end impunity for human rights violations in Chechnya and cease harassment of and restrictions on civil society in Russia, Human Rights Watch said today. Steinmeier will travel to Russia on May 12 to meet with government and nongovernmental organization representatives.

The International Criminal Court (ICC) has made important progress since its creation five years ago, but the court continues to face major challenges, said Amnesty International, the German Red Cross, the United Nation Association of Germany and Human Rights Watch in a joint statement today. This message will be the theme of a two-day conference that the organizations are convening in Berlin on September 21-22, to galvanize public support in Germany for the International Criminal Court.

Betraying human rights in Russia

When he was here last week, Prime Minister Jose Socrates told Russia’s President Vladimir Putin that there would be no more European Union moralizing about Russia’s human rights record, saying that “no one should claim to lecture anyone else" [“ninguém pretenda dar lições a ninguém"]. This was a victory for Putin’s increasingly authoritarian policies, a terrible blow to Russia’s besieged civil society, and a bad omen for Portugal’s upcoming presidency of the European Union.

Cases Involving Diplomatic Assurances against Torture
Developments since May 2005
This briefing paper shows how EU states have relied upon empty promises of humane treatment, known as “diplomatic assurances,” in efforts to justify the return of terrorism suspects to countries where they risk being tortured. In the report adopted today, the European Parliament’s Temporary Committee on illegal CIA activity in Europe focuses on CIA flights and US-sponsored transfers of terrorism suspects. It also calls on EU member states to oppose the use of “diplomatic assurances” on torture in returning terrorism suspects. Europe pioneered the use of these “no torture” promises in the 1990s, well before the September 11, 2001 attacks in the United States.

Prosecutors in Europe are using the concept of universal jurisdiction to pursue foreign war criminals in national courts, a strategy that is gaining momentum across the continent and should be expanded, Human Rights Watch said in a report released today. The theory is that some crimes are so horrendous that they should be tried regardless of the geography of victims and perpetrators.
