Recommendations

To the Philippine government:

  • Bring to justice persons responsible for attacks on civilians. Persons arrested for involvement in attacks on civilians should be promptly charged and fairly tried in accordance with international due process standards.

  • To Moro Islamic Liberation Front and Moro National Liberation Front leaders, and other Moro religious and civil society leaders in the Philippines:

  • Continue to publicly denounce attacks on civilians by non-state armed groups, including the Abu Sayyaf Group, Jemaah Islamiyah, and affiliated groups, and continue to cooperate with Philippine government efforts to bring to justice those responsible for attacks.

  • Ensure that MILF and MNLF commanders and officials are not providing assistance or sanctuary to groups or persons engaged in attacks on civilians.

  • To the leaders of the Abu Sayyaf Group, the Rajah Solaiman Movement, and Jemaah Islamiyah:

  • Cease all intentional attacks on civilians and civilian property. Commanders and leaders of ASG, RSM, and JI should take all necessary steps to ensure that their group members never target civilians or civilian property for attack.

  • To the U.S. government and other countries involved in the Philippines:

  • Provide assistance as requested to help ensure that agreements between the Philippine government and MILF and MNLF are enduring and promote respect for human rights, including the protection of the civilian population.
