Conclusion
The failure to prevent atrocities in Darfur is almost
certain to lead to more international hand-wringing. But the victims of massive
human rights abuse do not need another chorus of “never again” or new
rhetorical commitments by the U.N. Security Council. Instead, they need a
determined effort by the United Nations and its member states to confront the
underlying reasons for their failure to deliver on the commitments they have
already made to prevent armed conflict, protect civilians, and ensure justice.
