The 94-page report, "A Dangerous Partnership: Abuses, Unanswered Questions, and US-Ecuador Security Cooperation," documents serious human rights violations in a rural community on the Colombia-Ecuador border, as well as attacks on and the disappearance of fishermen at sea near the Galápagos Islands. Each incident either clearly implicates the US-Ecuador security partnership or surfaces questions about responsibility. Ecuadorian forces tortured and arbitrarily detained four farm workers, and later burned and struck a dairy farm, during what the United States called a “partnered operation.” And drones of unknown origin attacked two fishing vessels, injuring several crew members. A third vessel remains missing.

The 84-page report, “‘You’re Only Getting Out Deported or Dead’: Abusive US Immigration Detention at Ft. Bliss,” documents conditions at the largest immigration detention facility in the United States. The detention camp has the capacity to hold up to 5,000 people and consists of five “soft-sided” tent-like structures that house detained people in penned enclosures. Inside, detainees said they were forced to live in filthy and cramped conditions with up to 72 people housed in each pod. Human Rights Watch found evidence of punitive immigration enforcement practices, including cruel, degrading, and inhumane detention conditions; excessive force by guards; failures to provide medical and mental health care; coercive deportation practices; and systemic barriers to legal representation.

The 73-page report, “Dying in Detention: Rising Deaths in an Expanding US Immigration Detention System,” documents the increasing number of deaths in ICE custody through expert statistical and medical analysis, exposing a rising mortality rate and raising serious questions about the adequacy of the health care provided by ICE and its contracted personnel. The increase in the mortality rate comes as the Trump administration is subjecting record numbers of immigrants to mandatory detention, including in inhuman and degrading conditions, while gutting internal oversight mechanisms.

The 75-page report, “‘I Live in Constant Peril:’ Discrimination, Lack of Economic Autonomy and Violence Against Women in Cameroon,” documents widespread violence against women, including physical, psychological, and economic abuse, in most cases by husbands and intimate partners. Researchers found that physical and economic abuse was used to restrict access to financial resources, social security, employment, property, and economic independence. These abuses are not isolated incidents but are rooted in entrenched gender inequality, discriminatory laws, and weak institutions, exacerbated by the government’s chronic underinvestment in prevention and survivor support.

The 180-page report, “‘A Manufactured Crisis’: Minnesota Communities Terrorized by the Federal Government,” comprehensively documents how the US government’s “Operation Metro Surge” caused a human rights crisis in Minnesota, particularly in and around the Twin Cities of Minneapolis and Saint Paul. The campaign included two unlawful killings, repeated instances of excessive force, racial profiling, unlawful detentions, and abusive detention conditions. These abuses and the terror they spread also led to less visible harm, forcing many people to stay at home out of fear, causing them to miss work, school, and even essential health care. The report calls for accountability at the highest levels of government, and names those with responsibility for overseeing the operation.

The 60‑page report, “Paying the Price of Police Harassment: Discriminatory Fines Target Black and Arab Youth in France,” documents the experiences of the boys and young men from low-income households receiving abusive and discriminatory fines for allegedly committing offenses of noise nuisance, littering, and illegal discharge of unsanitary liquids, when they are simply carrying out ordinary activities such as talking outside their homes or playing sports in a neighborhood park. These fines are issued based on police officers’ subjective observations, without judicial scrutiny, while the fined person has no basic fair trial guarantees.

The 65-page report, “‘I Just Want to Work Without Fear’: Discrimination and Violations of the Right to Work for Persons with Albinism in Malawi,” documents how stigma, discrimination, fear of violence, and lack of reasonable accommodation undermine the rights of people with albinism to work, education, health and social security.

The 78-page report, “‘Death Was Everywhere’: Arbitrary Detention, Killings, and Forced Recruitment by the M23 and the Rwanda Defence Force,” documents large-scale roundups and arrests in North and South Kivu provinces in eastern Congo, as well as grave abuses against detainees at the Rumangabo and Tshanzu training camps in North Kivu, between mid-2024 and December 2025. M23 fighters, backed by Rwandan military personnel, have committed murder, torture, corporal punishment, and used forced labor and child soldiers, researchers found. These abuses are war crimes and should be investigated as possible crimes against humanity.

The 66-page report, “‘Casting Us Aside to Die:’ Cuban and Other Third-Country Nationals Deported from the US to Mexico,” documents US government abuses against Cubans and other third-country nationals deported to Mexico between January 2025 and March 2026. With no other recourse to obtain permanent residency in Mexico, many Cuban deportees, whose home government refuses to take them back, are trapped in a legal limbo. Since arriving in Mexico, they have received little if any government support, and many are without access to shelter, food, or health care.

The 83-page report, “From Bogotá to El Fasher: UAE’s Role in the Deployment of Colombian Fighters and Other Backing to the Rapid Support Forces in Sudan,” presents evidence showing that, since 2024, the Abu Dhabi-based security company, Global Security Services Group (GSSG) hired hundreds of Colombian private military contractors who deployed to Sudan to fight alongside the RSF, which is battling the Sudanese Armed Forces (SAF). Human Rights Watch found evidence that private military contractors were in El Fasher, North Darfur’s capital, in October 2025, when the RSF took over the city and committed widespread killings and rape. The UN International Fact-Finding Mission on Sudan has said that these events bore “the hallmarks of genocide.”

The 75-page report, “‘Without Education, There Will Be Nothing’: School Fees and Other Barriers to Education in Liberia,” documents that mandatory fees—despite a legal guarantee of free and compulsory education for grades 1 to 9—place a heavy financial burden on families and violate children’s right to education. Children in Liberia often enroll in school years late and are sent home when their parents are unable to pay their fees, or work to help pay them. Many drop out entirely or never attend school.

The 56-page report, “‘Skeletons and Skulls Scattered Everywhere’: Arakan Army Massacre of Rohingya Muslims in Hoyyar Siri, Myanmar,” documents the May 2, 2024 attack, in which Arakan Army fighters deliberately fired on unarmed villagers who were seeking safety after the armed group advanced on two Myanmar military bases in the vicinity. Details of the massacre only began emerging more than a year later, after some survivors fled to Bangladesh and Malaysia.

The 23-page report,“‘We Are Civilians!’: Killings, Sexual Violence, and Abductions by the M23 and Rwandan Forces in Uvira, Democratic Republic of Congo,” documents the M23 and Rwandan forces’ occupation of Uvira, the second largest city in South Kivu province from December 10, 2025, days after the signing of the United States-brokered Washington Accords, until their withdrawal on January 17, 2026. During this time, these forces shot fleeing civilians, summarily executed more than 50 people during door-to-door searches, raped at least 8 women, and forcibly disappeared at least 12 people.

The 54-page report, “Looking the Other Way: EU Failure to Prevent Surveillance Exports to Rights Violators,” assesses how the EU’s landmark Dual-Use Regulation, adopted in 2021, is functioning in practice. The regulation was intended, in part, to prevent the export of dual-use technologies—those that may be used for both civilian and military purposes, including commercial surveillance technology—to places where they are likely to be used to violate international humanitarian or human rights law. But that goal is not being achieved because it is not being implemented effectively.
