This report documents how, since coming to power in 2015, the Law and Justice government has targeted women’s rights groups through raids and defunding, often with little warning and no clear rationale. Human Rights Watch found that government agencies have dragged employees who support women’s rights protests or collaborate with women’s rights groups before disciplinary hearings and threatened their jobs. The government has failed to counter – and sometimes appeared to support – public smear campaigns by ruling party and other politicians and church-backed groups that mischaracterize women’s rights organizations and their work as dangerous to families and so-called “traditional values.”

This report analyzes the negative impact on human rights, judicial independence and the rule of law resulting from legal changes introduced by the Law and Justice Party since it came into power in October 2015. The government has largely ignored criticism from the European Union and the Council of Europe and instead moved ahead with efforts to eliminate checks on its authority, weaken human rights protection, and shrink the space for dissenting voices.

This 77-page report documents the routine detention of migrants and asylum in appalling conditions, including severe overcrowding, frequently inadequate bedding and clothing, and little or no access to fresh air, exercise and medical treatment. The report also documents the physical abuse, verbal harassment, robbery and extortion suffered by those in detention.

The countries of Central and Eastern Europe, including several that are candidates for European Union (E.U.) membership, have long been a major source of weapons flows to human rights abusers, conflict regions, and clients suspected of diverting weapons to unauthorized destinations. There has been some recent progress to tighten controls, but serious problems remain.
