Human Rights Abuses Against Children Under El Salvador’s “State of Emergency”

The 107-page report, “‘Your Child Does Not Exist Here’: Human Rights Abuses Against Children Under El Salvador’s ‘State of Emergency,’” documents arbitrary detention, torture, and other forms of ill-treatment against children under President Nayib Bukele’s “war on gangs.” Detained children have often faced overcrowding, lack of adequate food and health care, and have been denied access to their lawyers and family members. In some cases, children have been held, in the first days after arrest, alongside adults. Many have been convicted on overly broad charges and in unfair trials that deny due process.

    This report documents shortcomings in the system that prevent children from receiving the care guaranteed by international standards and Swedish law. Children endure long delays in the appointment of legal guardians to safeguard the child’s best interests and wait months before meeting with a social worker or healthcare provider. In some cases, the specific needs of girls are not sufficiently identified or addressed. Amid a backlog of cases, unaccompanied children face lengthy waits in processing their asylum applications.

    This report documents how child tobacco workers are exposed to nicotine, handle toxic chemicals, use sharp tools, lift heavy loads, and work in extreme heat. The work could have lasting consequences for their health and development. Companies should ban suppliers from using children for work that involves direct contact with tobacco, and the Indonesian government should regulate the industry to hold them accountable.

    LGBT Bullying and Exclusion in Japanese Schools

    This report examines the shortcomings in Japanese government policies that expose LGBT students to bullying and inhibit access to information and self-expression. Bullying is widespread and brutal in Japan’s schools, yet government policies addressing bullying do not specifically address LGBT students, who are among the most vulnerable to bullying. Instead, the national bullying prevention policy promotes social norms at the expense of basic rights. LGBT students told Human Rights Watch that teachers have told them that by being openly gay or transgender, they are being selfish and should expect not to succeed in school.

    Attacks on Education in Northeast Nigeria

    This report documents Boko Haram’s increasingly brutal assaults on schools, students, and teachers since 2009 in Borno, Yobe, and Kano states. Between 2009 and 2015, Boko Haram’s attacks destroyed more than 910 schools and forced at least 1,500 more to close. At least 611 teachers have been deliberately killed and another 19,000 forced to flee. The group has abducted more than 2,000 civilians, many of them women and girls, including large groups of students.

    Attacks on Schools, Military Use of Schools During the Armed Conflict in Eastern Ukraine

    This report documents how both Ukrainian government forces and Russia-backed militants have carried out indiscriminate or deliberate attacks on schools. Both sides have used schools for military purposes, deploying forces in and near schools, which has turned schools into legitimate military targets. The resulting destruction has forced many children out of school and many schools to stop operating or to operate under overcrowded and difficult conditions, Human Rights Watch found.

    Recruitment and Use of Child Soldiers in South Sudan

    This 65-page report names more than 15 commanders and officials from both the government Sudan People’s Liberation Army (SPLA) and the rebel SPLA-in Opposition, and their allies who have used child soldiers. The report is based on interviews with 101 child soldiers who were either forcibly recruited or joined forces to protect themselves and their communities. They said they lived for months without enough food, far away from family, and were thrown into terrifying gun battles in which they were injured and saw friends killed. Children also expressed deep regret that they had lost time they should have spent in school.

    Child Labor in United States Tobacco Farming

    The 73-page report, “Teens of the Tobacco Fields: Child Labor in United States Tobacco Farming,” documents the harm caused to 16- and 17-year-olds who work long hours as hired laborers on US tobacco farms, exposed to nicotine, toxic pesticides, and extreme heat. Nearly all of the teenagers interviewed suffered symptoms consistent with acute nicotine poisoning – nausea, vomiting, headaches, or dizziness – while working on tobacco farms.

    Barriers to Education for Syrian Refugee Children in Turkey

    This 62-page report documents the major obstacles that prevent Syrian refugee children from getting formal education in Turkey, which is hosting more than 2 million refugees from the Syrian conflict that began in 2011. The government adopted an important policy in September 2014 that formally grants Syrian children access to public schools, but key obstacles including a language barrier, social integration issues, economic hardship, and lack of information about the policy, remain one year later, Human Rights Watch found.

    Using Schools for Child Recruitment and Military Purposes in Eastern Democratic Republic of Congo

    This 58-page report documents how armed groups have attacked schools and recruited children at school or while on their way to school. Armed groups and the Congolese army have also taken over schools for military purposes. Many children and parents told Human Rights Watch that fear of being abducted or raped kept students from attending school.

    Hazardous Child Labor in Small-Scale Gold Mining in the Philippines

    This 39-page report documents how thousands of Filipino children – some just 9 years old – work in illegal, small-scale gold mines, mostly financed by local businessmen. Children work in unstable 25-meter-deep pits or underwater along the coastal shore or in rivers, and process gold with mercury, a toxic metal. In September 2014, a 17-year-old boy suffocated in an underground mine because there was no machine providing oxygen. The Philippine government should act on its public commitment to end child labor in mining, Human Rights Watch said.

    Obstacles to Education for People with Disabilities in Russia

    The 45-page report found many barriers that can prevent children with disabilities from studying in mainstream schools. These include a lack of ramps or lifts to help children enter and move within buildings and the absence of accommodations such as large-print textbooks for children with low vision, assistive technology, or teachers’ aides. Infrastructure barriers and limited accessible transportation prevent some children from leaving their homes and reaching school.

    South Africa’s Failure to Guarantee an Inclusive Education for Children with Disabilities

    This 94-page report found that South Africa has failed to guarantee the right to education for many of the country’s children and young adults due to widespread discrimination against children with disabilities in enrollment decisions. Human Rights Watch research in five out of South Africa’s nine provinces showed that children with disabilities face discriminatory physical and attitudinal barriers, often beginning early in children’s lives when government officials classify them according to their disabilities.
