苏迪金(Sodikin)
西爪哇省展玉市(Cianjur)某户人家曾在庭院搭起一个小棚子,把一位名叫苏迪金的男子锁在这间无法直腰的棚屋里面。他在里面解决吃喝拉撒,唯一的窗子用两只手掌就能遮住。家人在棚子里吊了一盏灯泡,让他在夜里还能保有一点光明。
这一切已成过去,因为印尼政府决定为精神病患及其家属提供支持。苏迪金现在每天上班,赚钱养家----也就是过去八年把他锁在棚子里的家人。他交了朋友,也学了一技之长。
他住的棚子已被家人焚燬,原地变成一方花圃。
在印尼,精神疾病普受误解,苏迪金当年发病时,他的家人完全不知道该如何帮助他。他容易发脾气、摔东西、大吼大叫。起初,他们带他去看信仰治疗师,後来也曾到离家一天半路程的精神病医院求治。
“重点是他的家人真的曾经努力想办法,”人权观察障碍权利资深研究员柯莉蒂.夏尔玛(Kriti Sharma)说。
医生给苏迪金开了药,一开始吃了有效,但吃完以後却无法继续按方领药。当地卫生所叫他父亲去原来开药的医院拿药,但当他花了一天半走到医院却吃了闭门羹,医院说他只能回当地领药。
“他们无计可施,只好放弃,” 夏尔玛说。苏迪金从此被上了锁链。
夏尔玛2014年访问印尼时首次见到苏迪金。
“我们顺著这条尘土飞扬的泥土路找到他的父母,问他们说:‘我们听说你儿子在这里,可以跟他谈谈吗?’”
他父亲抬起手臂,指著家中浴室旁的那座棚子。
“我当时心想,不可能有人住在里面吧,” 夏尔玛说。“我从一个小洞看到他低头坐在里面,瘦得只剩皮包骨。”
两年後,夏尔玛为了完成调查报告《地狱人生:印尼社会心理障碍人士惨遭虐待》重访旧地,苏迪金仍在原处。他的妹夫桑迪(Sandi)是唯一负责照顾他的家人。
“我离开的时候深感绝望,” 夏尔玛说。“我想他恐怕会死在棚子里。”
此後,印尼政府开始实施社区为基础的精神健康服务,设法阻止锁链桎梏的做法。各地名为puskesmas 的社区卫生所直接与当地家庭合作,挨家挨户收集数据、普及意识并提供援助。各地卫生所现已配备充分药品,分发给无法到外地求医的家庭。超过1,620万家庭现在已经可以获得社区为基础的援助。
儘管有此进展,截至2018年7月,仍有约12,800名社会心理障碍者(精神病患)遭到锁链控制或机构囚禁。较之2017年12月的13,528人已有减少。许多社会心理障碍者仍继续被任意拘押在信仰治疗中心、社会福利机构和精神病院。
信仰治疗中心很少受到监督,社会心理障碍者经常被锁链控制、虐待并强迫接受另类“治疗”,例如“神奇”草药、民俗按摩以及在患者耳旁播诵古兰经文。
但苏迪金的处境直到非政府组织伸出援手才有所改变。他的肌肉已严重萎缩,必须靠桑迪把他揹出棚屋。
他被送到非政府组织经营的庇护所,终於在此获得他所需要的帮助。
他在庇护所住了六个月,慢慢恢复认人能力,包括照顾他的桑迪。他被锁住好几年後,桑迪才加入他们家庭,所以苏迪金一直不认得他是谁。
“现在全家的经济支柱就是[苏迪金],” 桑迪说。“最感动的一刻,是我亲眼看他拿零用钱给我的孩子。我很惊讶他会对我孩子这麽好。”

苏迪金目前在一家成衣工厂上班,为小学生制服缝钮扣。过去八年对他来说是一片空白,受到锁链桎梏的创伤太过深重,使他不愿再打开长年被关在小屋里的记忆。不过,偶而他还是会想起与铁链共存的日子。
“有时当回忆湧现,他会问他父母,‘你们怎能这样对我?’” 夏尔玛说。“他们一次又一次向他请求原谅。”
艾瑟普(Asep)
在印尼,家中若有人发生精神病症状,常令全家手足无措。印尼社会对待精神病充满各种污名,当艾瑟普出现退化,邻居往往抱怨他的反常行为。
“家人并不希望把他锁起来,那样太令人伤心了,” 艾瑟普的姊妹恩娜瓦蒂告诉夏尔玛说。
“他第一次被锁起来的时候,全家都哭了,但我们别无选择。”
艾瑟普的腰上被栓了铁链,一个人关在家门外的小屋子里。那条铁链很粗重,救援人士花了15分钟才把它锯断。
“他被一位社工人员发现,当时他们正在为这项新专案进行逐户访查,”夏尔玛说。“有人告诉她有个男人被锁在那栋房子里,否则仅凭外观根本不会知道有人住在里面。”
铁链解开後,艾瑟普在医院住了一个月,这段时间当地社区卫生所定期到他家访视。因为他们不断访视,这家人才能放心解开他的锁链。
“他们甚至给全村做了一次简报,说明为何不该把精神病人用链子栓起来,” 夏尔玛说。
艾瑟普和那位社工初次找到他时已判若两人。
“救出他那天,他的头垂得老低,不敢正眼看人,” 夏尔玛说。“他姊妹猜想,他觉得被别人看到自己这种样子很丢人。”
他被关著的那栋破旧房屋现已不存在,原址被挖成一片水塘。最近,艾瑟普开始在池塘养鱼。池塘中央的小岛上有一座鸡笼,他每天细心餵养里面的家禽。
“他这个人不多话,” 夏尔玛说,“但你若问他自由是什麽感觉,他会说‘被链住时我整天都很害怕,现在自由了,我很快乐。’”
